To receive the E-bill e-mail, students must have activated their SIUE e-mail address (E-Id) and be registered by the scheduled initial billing date for each term (usually about a month before the initial payment is due) or had activity on their account since the previous billing. If students register for a term after the initial billing for that term, they may &lt;strong&gt;not&lt;/strong&gt; receive an E-bill e-mail before the scheduled payment due date. Students are still responsible for making the payment. If they are not sure they registered in time, they should ask their advisor. A debit account is available to any student, faculty or staff member who wishes to establish one.&lt;br /&gt;&lt;br /&gt;To use the Cougar Card debit feature, students must deposit money in their Cougar Card account before making their first purchase.&lt;br /&gt;&lt;br /&gt;After students deposit money to their account with the cashier and have it applied to their Cougar Card account at the Cougar Card Counter in the Service Center, they can use their card for purchases and the money is subtracted from their account. (i.e. - If student has $100 dollars on their card, makes a $5 purchase, the next balance will be $95 and so forth.)&lt;br /&gt;&lt;br /&gt; The balance can be checked at any dining service facility, the Information Office or the Service Center.&lt;br /&gt;Money may be added to the plan at any time.&lt;br /&gt;&lt;br /&gt;Residence hall students can increase a plan at any time. However, residence hall students cannot decrease their plan after the second week.&lt;br /&gt;&lt;br /&gt;For students on residence hall meal plans, money will roll from fall to spring, but will not be refunded to them at the end of spring term. Students need to use this money up if possible. Leftover spring funds are refunded. This is usually the kind of hold that students want.
